Weclome to the site!

In order to use a avatar you need to have at least 25 posts to use one. You can find more information about Signature/Avatar limitations here: New Avatar & Signature Rules + Promotions

Once you have the needed post count go to User CP ( Ontop of the forum ) -> Then go to Edit Avatar in the menu on the left. Then just pick one or upload one of your own
