Its not stupid in the slightest. Its the only possible way that a gun can work with LCD tv's.
If they couldn't get that working, their would be no point in doing the game at all.
Time crisis 2 and 3 will only work on CRT tv's - and even then not all of them (my old sony DRC 100hz line doubler couldn't work with it.)
