You do not have the PSP completely off. Hold the power switch up for 4 to 6 seconds till it shuts down, then restart using the same method. You can also press select to get the VSH menu and select SHUTDOWN DEVICE this will also shut the PSP completely down.

Your PSP is in sleep mode and the recovery menu will not come up from there.
