A nice program that will crop images (Jpgs). Just go to the Preferences and add an aspect ratio of 480x272 and use that. Then you can load the images in the program and choose what part of the image you want to keep.
Then you can use a program like Irfanview to resize the image (just make sure you resample the image).
Or you can just use Irfanview to resize it without croping it or changing it's aspect ratio, the only problem is it can end up looking a bit distorted/stretched.
