No we don't have a shoutbox - we have far too many members for a shoutbox to work. We do have an IRC channel however which is accessible from the home page - [Only registered and activated users can see links. ] (top of the page).

I already talked to pspcrazy about adding a Shoutbox for premium members and he said he'll think about it but I doubt he'll add it onto the site lol.

A shoutbox is like....hmm...it's like a thing that is on the forum (not the homepage the forum) and people just talk to one another. It's kinda hard to explain exactly what it is without showing you it.
