I don't think there is a requirement. Ever since the site was hacked a while back and some changes were made I have not seen the drop down box to set it. Mines been that way for ever and have tried to change it to no avail. When the new skin gets put up that is compatible with the current version of vBulletin it may come back up. Right now I do not see that option as the current skin is not fully compatible. For better explanation contact one of the Admins(the people with the Red names).
