The eboot for the PSX game goes into a folder named for the game preferabily for easy identification, such as FFVIII and it goes into (psp drive letter):\PSP\GAME\FFVIII\eboot.pbp

Is popsloader.prx in (psp drive letter):\SEPLUGINS

yes it is - and the popsloader folder is right next to popsloader.prx - keep in mind both are in the seplugins folder and the seplugins folder is in the psp drive letter

It's not an ISO it's an eboot. PSX game ISO's have to be converted to an eboot by a program such as POPSTATION. Once converted the eboot goes into a folder with the name of the game and that goes into PSP\GAME

Example: (psp drive letter):\PSP\GAME\FFVIII\eboot.pbp

Yes, the thread title is 3.90m33-3 but it is the same for 4.01m33-2.
